Woman killed in fiery crash off Scenic Highway in East Baton Rouge Parish, State Police say

A 41-year-old woman was killed early Saturday morning after her vehicle veered off Scenic Highway in East Baton Rouge Parish, struck a concrete embankment, and burst into flames, according to Louisiana State Police.

The deadly crash happened on Scenic Highway south of Louisiana Highway 964, with troopers beginning their investigation at approximately 5:30 a.m. Saturday, July 18.

Authorities identified the driver as Kelly Downey, 41. Investigators said Downey was traveling north on Scenic Highway when, for reasons that remain under investigation, her vehicle suddenly left the roadway.

The vehicle crossed into the median area before striking a concrete embankment. Following the impact, the vehicle caught fire, creating a dangerous and destructive crash scene.

Emergency responders arrived at the location, but Downey was pronounced dead at the scene. Officials said the severity of the vehicle damage made it impossible to determine whether she was wearing a seat belt at the time of the crash.

Louisiana State Police said investigators are still working to determine what factors may have contributed to the crash. Authorities have not released any information indicating whether speed, road conditions, mechanical issues or other circumstances played a role.

Troopers also said impairment has not been ruled out. Testing and analysis are pending, and investigators will review available evidence as part of the ongoing crash investigation.

The incident remains under investigation by the Louisiana State Police, who are working to reconstruct the moments leading up to the crash and determine the exact cause.

Officials continue to remind motorists to remain cautious while driving, especially on highways where a loss of control can quickly lead to serious or fatal consequences. Seat belt use, avoiding impaired driving and maintaining attention behind the wheel remain key safety measures for preventing deadly crashes.
